  3. HOW MEMBERS ARE CALLED
  4. Members may speak in a debate only if called by the 
  5. Speaker. They are called by name, and must sit down if 
  6. the Speaker rises to her feet. Members stand to catch the 
  7. Speaker's eye, but this is no guarantee that they will be 
  8. called. They can, however, write or speak to the Speaker 
  9. or her staff in advance, indicating their interest in a debate.
